By Pat Yasinskas (Charlotte.com) - The agent for wide receiver Donald Hayes, who became a starter last season, said the Carolina Panthers will place a tender offer on him before Friday's deadline to protect restricted free agents.

Rick Smith said the Panthers have told him they will make a $1.15million tender. That means any team signing away Hayes would have to give the Panthers a first-round draft pick.

The Panthers also are expected to make a minimum tender ($512,000) to tight end Kris Mangum. Signing Mangum would cost any other team a seventh-round pick.

If Hayes were offered the minimum tender, the Panthers' compensation for losing him would be a fourth-round pick.

ALMOST THERE: The Panthers are in the final stages of clearing more than $10million in salary cap room before the start of free agency. They're expected to announce the release of Eric Davis and William Floyd within the next few days. Waiving Davis and Floyd will free up $6.65million.

Linebacker Lee Woodall could be a cap casualty. The Panthers would save $2million by releasing him.

The team needs to clear additional room for the restricted free agents and to make final runs at keeping unrestricted free agents Mike Minter, a safety, and Michael Bates, a kickoff returner.

READY FOR FREE AGENCY: The agent for kicker Joe Nedney said his client is getting just what he wants: a shot at the open market.

Nedney will become a free agent Friday. Bob LaMonte said the Panthers have made it clear John Kasay, coming back from knee surgery, will be their kicker.

TUTEN RETURNS: The Panthers signed offensive lineman Melvin Tuten to a three-year contract. Tuten appeared in three games for the Panthers last season.

Lewis named in suit

BALTIMORE: Linebacker Ray Lewis was sued for $10million in a wrongful death case stemming from a slaying outside an Atlanta nightclub 13 months ago. Lewis, the Super Bowl MVP for Baltimore, was charged with murdering Richard Lollar and Jacinth Baker after a Jan.31 street fight.
The charge was dropped during a four-week trial last spring and Lewis pleaded guilty to obstruction of justice.

The suit, filed in Fulton County State Court on behalf of the 1-year-old daughter of Lollar, also names Joseph Sweeting and Reginald Oakley, who were acquitted of murder charges.

KANSAS CITY: The Chiefs have begun preliminary talks with the St. Louis Rams for quarterback Trent Green, agent Jim Steiner confirmed Monday.
